OVERVIEW

Evolution Sustainability Group delivered a portfolio-wide ESOS Phase 3 compliance program for a large operator, covering approximately 83 UK residential assets, primarily Purpose-Built Student Accommodation (PBSA). The mandate required a rapid, regulator-ready submission aligned with the July 2025 extension deadline while ensuring technical robustness and audit defensibility. 

Leveraging structured data access via Deepki, Evolution confirmed qualification boundaries, calculated Total and Significant Energy Consumption, executed representative site audits, and completed the formal Environment Agency notification. The result was full ESOS compliance delivered on schedule, supported by actionable energy efficiency recommendations designed to reduce operational expenditure and inform Phase 4 preparation.

THE APPROACH

Evolution implemented a structured ESOS Phase 3 methodology designed to ensure regulatory compliance while generating operational insight across the portfolio. 

The engagement began with portfolio qualification and boundary definition. We validated which assets fell within scope, reviewed energy data extracted from Deepki for completeness and accuracy, and defined the Total Energy Consumption (TEC) baseline. Using energy intensity metrics and operational similarity across the PBSA estate, we applied a statistically robust sampling methodology to identify representative sites covering at least 90% of energy consumption. 

Targeted ESOS-compliant audits were conducted across selected properties to evaluate HVAC systems, lighting, controls, domestic hot water, and operational patterns. Each audit identified cost-effective energy conservation measures with clear technical rationale and implementation considerations. 

Findings were consolidated into a single Phase 3 ESOS report, including SEC analysis, recommended measures, and full compliance documentation. Evolution completed and submitted the official ESOS notification to the Environment Agency and provided comprehensive audit trails. 

Beyond compliance, the recommendations established a structured foundation for capital planning, energy performance improvement, and strategic preparation for ESOS Phase 4. 

    THE RESULTS

      • The project reduced our client’s carbon footprint by 7,381 Metric Tons CO2e.
      • The implemented projects produced an energy savings of $4,121,314.  
      • With a building area of over 10,021,630 sq. ft., the project saved 43,374,691 kWh.

      For perspective, the U.S. EPA indicates that this is the equivalent of removing more than 1,700 gas-powered cars from the road every year.
